Description: Power switch access; send 209 with message on success.

Parameter format: string message: must be "power" (all other values deprecated and removed). key: either the user or an object acting on the user's behalf; the command will be executed with the object's key, but the security check will look at the user. All remote devices should use llGetOwnerKey() before calling 200.
