Description: Cope with cortex reset. In early versions, this would prompt MC to send the USER_CHANNEL, POWER_STATUS, and COLOR messages.

In 8.3 and 8.4, MC sends only USER_CHANNEL. Voice modules status (FILTER_INITIAL) and pronouns (GENDER_M/GENDER_P/GENDER_V) are sent by IRR and AM, respectively. SSM will also send POWER_LEVEL_FRAC and CB_STATE. MC does not respond to this message in 8.5b3 and later; see noted changes at USER_CHANNEL.
