a unit with no self access but with consent enable is open to public and no prompt is shown when a guest click on the controller
settings of the unit:
access local on
access self off
guests consent on
if operator changes the setting guests default deny
then no guest are allowed ever, again without prompt
There is no correlation in documentation between self access and consent.
