Description: As 223 USER_RANK, but sent in response to 222 REQUEST_USERS. Modules that parse 225 should not include it in their module identities; instead, start a thread before issuing REQUEST_USERS, and end it when receiving the rank "-1" and the key NULL_KEY via message 225. The 225 handler block should end with a return statement. No end_task() message should be generated for message 225.

Parameter format: String: user rank. Key: user key. Access level -1 and key NULL_KEY are sent at the end of a 222 batch.
