Actually, the 'disable these subsystems' command was getting filtered out... because those subsystems were supposed to be blocked and therefore immutable. Woo.

Since they were intended for use with removing/installing the cortex, they can't be applied while the unit is powered on. Should also remember state of subsystem before blocking and restore it properly.
