Description: Sent by the device manager when an active light bus device is added or removed, and when a device probe is initiated.

Parameter format: String parameter: device address (e.g. "battery", "HUD", "handle", etc.) Key parameter: UUID of device. If the key is blank or NULL_KEY, then the device has been removed; if the string and key are blank, then all devices have been removed (a probe has been initiated.)
